For more than a month, downtown Seoul has been a scene of lawlessness as it has been occupied by protesters every night, and inconvenience and anxiety of ordinary citizens are growing. Earlier this week Police Commissioner General Eo Cheong-soo told the president in a Cabinet meeting that police would deal strictly with rallies to restore law and order. President Lee Myung-bak also pledged to deal firmly with illegal and violent rallies. But the same day,[link widoczny dla zalogowanych], demonstrators shouted, "Peaceful rallies are history as of yesterday." The government and the president have become a joke to the demonstrators.
"The problem now is not the demonstrations but the Lee Myung-bak administration,�� says Dr. Gong Byeong-ho, a renowned management consultant. All the government has done so far is set up barricades with police buses at the Sejongno intersection to block the access roads to Cheong Wa Dae. This shows that the government cares not about the living conditions of ordinary people but only about how to protect Cheong Wa Dae after compromising with the demonstrators.
Traffic in downtown Seoul has been blocked for more than a month, stores and restaurants have to close early, and taxi drivers can find no customers. People are unable to make a living because the government��s writ no longer runs in the city.

In 2006, the Korea Development Institute estimated the social costs -- including costs from traffic jams,[link widoczny dla zalogowanych], losses to stores and restaurants in the downtown area, expenses for the mobilization of riot police troopers,[link widoczny dla zalogowanych], and people's psychological burdens -- incurred by a single illegal rally at the Gwanghwamun intersection at W77.6 billion (US$1=W1,037). In other words, the country has wasted more than W2 trillion due to the government��s failure to act amid already difficult economic circumstances.

The Iranian government is hosting a nuclear conference Saturday and Sunday in Tehran, in counterpoint to the Washington summit this week to which it was not invited. The conference in Iran appears aimed at showing Tehran still has supporters. India is one nuclear power sending a representative, though at a far lower official level than at the Washington summit.
There are signs others are losing patience. The veto-wielding nation depends on Iran for some ten percent of its oil,[link widoczny dla zalogowanych], although in recent months has been looking at other Persian Gulf nations as possible suppliers.

U.S. Defense Secretary Robert Gates was quick to dismiss the idea, saying he didn't believe it. “I think most estimates that I've seen haven't changed since the last time we talked about it, which is, at least a year,[link widoczny dla zalogowanych], maybe more," Gates said.
Political science professor Fishere argued both sides need to go beyond reacting to statements like that about the nuclear club, which he says could be aimed at a domestic audience or simply a matter of mistranslation. He urged the United States and Iran to sit down to direct dialogue about all the issues at stake. But he argues that the offer by President Barack Obama to reach out to Iran didn't go far enough.
"What the Obama administration did was incurring the political cost of calling for a dialogue with Iran, but without actually the benefit of engaging in that dialogue,[link widoczny dla zalogowanych],” Fishere said.
He added that he hopes the administration will be bold enough to finally engage in face-to-face dialogue and put on the table the serious issues and the real issues it is worried about.
Fishere said the UN offer last year to enrich Iranian uranium abroad --an offer rejected by Iran -- was a good start, arguing that broadening that dialogue will help bring Iran back from what he calls the "abyss" that it appears to be approaching.

The haggling over a few ministries in the proposed government restructuring plan between the Lee Myung-bak camp and the prospective opposition is infuriating. The politicians are bent on carving out the choice parts of government and realign them as each side sees fit. Their bickering is an intolerable affront to the taxpayers, the people who should be the sovereign power.
The Lee Myung-bak camp and the prospective opposition should stop their behind-the-scenes bargaining, make the matter a general election pledge and refer it to the public for choice. What's the big problem with running a vice ministerial administration without Cabinet ministers for a few months? Tell the people why big government is bad and why small government is good and ask them for their views. If the public agrees in the April general election, we can have a small government; if not, we'll maintain the status quo. In either case, the taxpayers will take responsibility for the outcome.
Small government has public support and is fully feasible. Stingy about the indispensable political cost of bringing public opinion on its side,[link widoczny dla zalogowanych], however, the incoming administration has left it to the Transition Committee to fight for government restructuring. The Lee team,[link widoczny dla zalogowanych], consisting of academics, public officials and specialists, and the Grand National Party basically fall short in understanding the political dynamics of the broad ruling camp. A victory over shrewd criminals of political dynamics can be guaranteed by the strategic mobility of winning public opinion; it cannot be gotten free without sweat and sincerity.
"Small government,[link widoczny dla zalogowanych], large market,�� that is the issue. Nonetheless,[link widoczny dla zalogowanych], the forces of misrule that boosted the number of civil servants by 100,000, with their insistence on high tax and lax management,[link widoczny dla zalogowanych], oppose it. The people who expanded the national debt astronomically; rejected the privatization of public enterprises; subsidized people who beat soldiers at random in protests against the new U.S. Forces Korea base in Pyeongtaek; brought despair to senior citizens who barely managed to buy their own homes and to young college graduates alike; and are nevertheless developing a huge village for Roh Moo-hyun and his family; and the bureaucrats who are busy shifting responsibility for the destruction of the Namdaemun or South Gate: these people shamelessly rise up against small government. President Bush said the burden of proof remains on Pyongyang,[link widoczny dla zalogowanych].
"They've made some promises and we will make a judgment as to whether they have met those promises," he added. "And then we and our partners will take a look at North Korea's full declaration to determine whether or not the activities that they promised they could do can be verified, and then we will make a judgment of our own about our own obligations."
President Bush said people should wait and see what North Korea says before judging the deal. On Sunday, the U.S. is sending a team to North Korea for more talks on the declaration.
At the news conference, President Bush also said Congress should approve a free trade agreement with South Korea this year. He told President Lee the agreement is a priority for his administration.
